Unless you need a special feature, any text editing program will do. As you add fancier layouts, you may need something more. WORD has been used to produce things up to books, I'm think a newsletter would be no problem.

Of course it's possible. Word can indeed be used for Desktop Publishing. It's just a matter of knowing what you want to do and learning how to do it.

I think MS Publisher would be much easier to use for a newsletter. It has newsletter templates in there to use.
