Mail merge to email & custom form

I am doing a mailmerge to email (as attachment)starting from Outlook 2002 to Word 2002 and back to Outlook - as attachment). I want Outlook to use a custom message form to sent these emails. I changed the default IPM.Note message form to my personal custom form using the forms administration utility (formswap.exe) from microsoft (MS Knowledge Base Article 295064). This works fine when creating new messages. But it does not work with the mail merge. In this last case Outlook still uses the IPM.Note. What can I do to make Outlook use my personal custom form to do the mail merge?
