Lock empty cell after first edit

Specs: MS Excell 03/07 (w/Google Apps or other private file sharing methods)
I am wondering if there is a way to lock individual empty cells from being edited more than one time.

I am sharing an excell file (Microsoft Office 2003) with Google Apps, and I want several people being able to acess and edit the file (simple enough), but I only want them to being able to edit already empty cells.

Is there a way to lock the cells after the first modification?

I have tried applying restrictions to the file using Google Apps' 'Data Validation', but I can only set it to enter one type of information.

I want to let people be able to insert for instance either 'Monday' or 'Tuesday', but when I have tried to enter several possibilities in the 'Data Validation' form using "," or " ' " (Monday, Tuesday) ("Monday" "Tuesday"), but then it will only accept the exact text I have entered (" Monday, Tuesday ") (" "Monday" "Tuesday" ").

Is there a way I can do this in Microsoft Excel 2003 or 2007 (or have I done it wrong in Google Apps), and not let the cell be edited further after the first modification? (Apart from by the administrator, of course.)

If anyone know of another way to accomplish this using other tools than Excell / Google Apps, please, let me know.
