Concatenation (&) of values from multiple cells creates a "text string".

DATEVALUE converts a text string into a date as long as Excel can recognize the structure of the text string as a date.

Putting those 2 facts together, try this:

=DATEVALUE(A1 & "/" & B1 & "/" & C1)

The DATEVALUE command, as described above, did not work for me. However I was able to concatenate the values with the ampersand (&) and then re-format the cells as dates.

What does "did not work for me" mean?

It works fine for me.
