importing backup address book

My computer crassed and I am trying to import a back up of my old microsoft address book into my new microsoft outlook program. I can see the icon for my backed up address book on the desk top, but I can't get outlook to see it and import it. What do I do?

Thanks, the file is called contacts.pst and it is an outlook personal folder.

So when you select File, Import and Export, Import From another Program or File and select Personal Folder File, and browse to the location, what happens?
