Excel Formula help

I am trying to create a spread sheet for Employees ID with their names.

1) I am creating "sheet1" for New Employees and have to allot them New Employees ID's but while alloting ID's I have to check "Sheet3" and confirm the ID which I am alloting is not Present then only I can allot it. If it is already present in "sheet3"; I have to recheck for next number i.e. +1 and have to see if it is not present then I can allot it in "Sheet1".

Example: IF "3001" is present in Sheet3 I have to check +1 number i.e. "3002" if it is not present I have to allot for New employee in "Sheet1"

how Can i do it with Excel Formula.

It's possible, but I'd recommend using a simple Access database and make the employee id the Primary Key. Then, you won't have any duplicates.
