Do a Google search on your subject line.

You'll find that most of the answers mention using Adobe Acrobat which will create a PDF document that is fillable.

I don't think that any of the free PDF creation software will creat fillable forms so you may have to spend some money on an Adobe product to accomplish your goal.

For one-off forms that I wanted to fill in so they would look good when submitted, I have used a screen capture program to paste an image of the form into Word and then used Text Boxes in all of the fields to make it look as if I typed the info into the form, which in a sense I did.

The process works for me, but not for forms that might sent to others.

Thanks for steering me in the right direction. Adobe Active X PDF reader (free from Adobe) works on scanned forms but not downloaded forms. But I'm almost sure it's something I am doing wrong! I'll work on it this afternoon while I'm watching the NASCAR race. If/when I get it down I'll post back. Thanks again.
