Is it possible to get an image or a picture pasted in a section of a page in word "locked" to that section such that it doesn't get moved from that page

You mean regardless of any other data that entered on the page? No.

You can create a section break above and below the picture such that the picture is in it's own section.
You can then protect the document but allow editing of every other section except for the section with the picture.
Granted, if the user inserts stuff in the sections above the document, it will push the protected picture down and off the current page, but users would not be able to move the picture from it position relative to the sections above and below it.
What exactly are you trying to do? Maybe with a little more detail we can offer a different solution.

Your response is exactly what I wanted to do. To paste a picture and protect it to a section.
How do I do this?

This is for Word 2003 - I don't know if it's the same in other versions.
Use: Insert...Break...Section Break Types
right before and right after your picture to put your picture in it's own Section.
Then use: Tools...Protect Document
to open the Protect Document pane.
Check the Allow Only... box in the Editing Restrictions to bring up the Exceptions heading.
Carefully read the instructions where it talks about selecting the sections that you want to allow users to edit. If you select everything except for the section that contains the picture, and click Start Enforcement, the picture (actually, that section) will be protected.
