GoalSeek function in Excell ???

I would like to ask is there a GoalSeek function that is in Ms Excell found in Visual Basic.Net ?

Does VB.Net have such a function ?

I would like someone to help me decipher an excell spreadsheet ...

I need help in understanding the spreadsheet
