Generating word combinations

Does anyoone know of some simple software which can take a string of words and generate all possible sequential combinations of words from that string?

The following example illustrates the kind of thing I would use it for to make it clearer what I mean: If I have a list of keywords in the meta keywords tag: "web based online on line site document knowledge management tool", I would like to see all the possible strings search engines could provide matches for, such as "web based document managment", "online site management tool", etc etc.
