Formatting disappears on sending. How to fix?

Specs: Windows XP, 2GB
No matter how I format my emails, they arrive in default black Calibri 11 with no highlighting/bold/any style. Have tried many different combinations in tools/options/format; reply and forward in HTML; have HTML set in tools/options; have looked in trust center to see if receive in plain text is clicked and it's not.
Any other ideas?

It has been a long time since I have worked in Outlook ...

Have you tried creating personal stationary? You can assign stationary, which is formatting, to your email. Send via html and voila. I did this for a corporate client a long time ago.

Don't forget to customize your signature too! You can get lost in the tidbits once you go this route. :)
