Format/Cell won't work in Excel

As stated in earlier post I sometimes can't get any response in some of my spreadsheets when I select Format/Cell. ie. I can select Format but when I select Cell the program does nothing. In some preadsheets, it works. Is there a setting I need to change?
My best guess is that it is not Excel but something you are doing or not doing. If the problem was with all sheets then Excel but otherwise I am guessing a User issue.
Do you have a local Excel king or queen that can look over your shoulder to see what it is you are doing, preventing the program from doing what you would expect it to do?
I'd bet that you will figure it out and smack yourself upside the head when you realize what is going wrong.
