Format Menu disappeared

OK, at the top of the screen there is a menu bar - File, Edit, View, etc. The format menu is normally there. Recently (I don't know how) it has become part of the Tools menu. how do I get it back on the menu bar where it belongs?
I've tried uninstalling and reinstalling, putting on an old version, and simply dragging it back to the menu bar. I have tried to press a reset button wherever I could find one. Nothing helps.
ANyone know how I can get it back?

Have you tried inserting the disk and running repair?

Depending on which version of Office you are using but sometimes deleting the Normal.dot file can fix little problems like that.
