Format Menu disappeared

OK, at the top of the screen there is a menu bar - File, Edit, View, etc. The format menu is normally there. Recently (I don't know how) it has become part of the Tools menu. how do I get it back on the menu bar where it belongs? I've tried uninstalling and reinstalling, putting on an old version, and simply dragging it back to the menu bar. I have tried to press a reset button wherever I could find one. Nothing helps. ANyone know how I can get it back?
