If the drag-handle of a cell is double-clicked, the cells below it (in the column) may EITHER all fill (to wherever the bottom is) OR only as far as the bottom cell in the left adjacent column. How is this behaviour toggled ?

I am unaware that the double-clicking the AutoFill handle will "all fill (to wherever the bottom is)"
I can't find any reference that says it can.
Have you actually used the feature in that way before?

I have experienced both behaviours on a PC I use, to do volunteering work for Town Hall. It used to be that the autofill would go only as far as the next column on the left, but then Administration replaced the PC with one that is 'locked down'. Now I cannot even see the Properties of My Computer to determine, O/S version, Speed, and RAM size. An excel file from the previous setup STILL retains that limited autofil, whereas others
fill right to the bottom of the spreadsheet.JRComp

In any Excel spreadsheet, click on Help...About Microsoft Office Excel to get the version.

Is it possible that there is actually something in the cells next to column that is being filled all the way to the bottom?
Make a backup copy of the spreadsheet, highlight the columns on the left and right of the column the fills all the way to the bottom and hit delete. Then double-click the autofill handle see if it still does it.

I am really impressed by that creative suggestion. It is actually feasible that there is content in those columns, because, there actually are adjacent columns to the left that are 'hidden'.However, if there is, there must be some (other) mechanism that fills 'right to the bottom' - and that was (accidentally ?) applied to the hidden columns.
I happen to have brought a copy of the SS home, and in my own Excel2K, it does NOT fill to the bottom - incidentally, it's also immune to contents in the adjacent column on the right.
I managed to unhide the columns which, appeared empty; and Format menu, Cells, showed NO tick for 'hidden' cell contents.

You can fill a column to the bottom by highlighting the entire column, entering something in Row 1 and hitting Ctrl-Enter.

The version of excel is 2003 (11.6560.6568) SP2
I found today that the file.xls which at home autofilled only as far as the bottom of the left adjacent column, at 'work', filled all the way to the bottom. So there must be something about that PC or the Excel version.Basty
