Excl not installed for Current User

I recently overlaid a second version of xp pro sp2 on my pc. Don't ask me how....It was not intentional.
I now have two of everything except that my previously existing programs and files do not appear in the NEWER progam files/control folder.. They still appear in the old ones.
I clicked on an OLD excel file and received a message "Microsoft Excel has not been installed for the current user. Please run setup to install the application."

What "SETUP" are they referring to. Also is there anyway to propagate my new control panel/program foled with the older programs residing in my old folders. I also have 2 desktops etc.
