I got this excel file containing 1000+ lines of numbers. Now I find there is a ' symbol in front of every number. Can excel, or other program, remove ' for me?

One possibility:
The single quote means that the numbers are actually text.
Excel will convert "text numbers" to numbers if you perform a numerical operation on them.
Try this:
1 - Select a blank cell
2 - Hit Ctrl-C for Copy
3 - Select the numbers with the single quote
4 - Use Edit...Paste Special... and click the Add radial button
5 - Click OK.This will add zero to the text numbers, converting them to numbers.
You could also multiply them by 1.
You could also use formulae in other cells that perform an mathematical operation on the text numbers. The results will be numbers.
Of course, if my initial assumption about the single quote in your spreadsheet is wrong, then these methods may not work.

Why can't you just select all the cells that contain the text numbers and apply my method to them?
Maybe I need some more details...
