Excel: date only changes when I double click

Specs: Windows Vista
So in one column, I have the date as this format: 2006-3-12. I have highlighted the column and changed it to month/day/year so that it should look like 3/12/2006, however, after I click OK the dates aren't formatted in that way. I need to change each individual date by double clicking the cell and then hitting enter. There are a couple thousand cells; surely there's an easier way?

I'm using Office 2003.

I feel like I'm missing something really simple.

To clarify, the steps I'm taking are:

highlight, right click --> format cells, select date, select format 3/14/01 (month/day/year).

Try:

highlight range of cells, right click --> format cells, select date, select format 3/14/01 (month/day/year).
