Do I have MS Access on my PC?

I previously had this posted on the Windows ME forum but realized it may be more appropriate in this forum. I have a Dell L866R desktop that was configured by Dell. I have msaccess.exe in the Office folder but if I double click I get a message "Can't find the database you specified or you didn't specify a database at all". Is MS Access really available for me to use or is it that I just happen to have msaccess.exe on my PC?
Is is possibly a run only version that allows me to look at an Acess database someone may send me or can I use it to create and manage my own databases? When the PC was ordered it included the MS Small Office software.

Dave,

Thanks for the link. The symptoms described are exactly what I am experiencing. I don't have a CD labeled Office 97 Professional that came from Dell so I will have to go through all of the CDs that came with the machine to see if I can find it. If I can't find it, do you know of any other options to create a functional MS Access?

I know of no way to get it working sort of buying it. You may get a cheap copy on ebay.
