What's the best way to block mail from a particular address? I set up the junk mail rule and it seems to effect (they no longer do anything) the other rules that this user has set up.

You can set rules until you are blue in the face, but these guys fake their email address and lot's of other junk to keep the stuff coming in...
I think you best bet is to install some type of spam blocker software...there are a number of them,most are pretty good, some less so...none of the are 100% perfect at blocking spam...
I use I Hate Spam, it is an Outlook ad-in and it kicks out about 90% of all the spam...
It puts everything in another folder in Outlook and you can go thru it from time to time to see if there is anything you really needed to keep...
