Are you wanting to create a bitmap or a vector file? The highest quality bitmap is probably a TIFF. The higest quality vector is Postscript. Bitmap files are created at a fixed resolution (i.e. 300 bpi) and size and need to be resampled to properly display or print at another resolution or size. (Note Win apps usually does this automatically when you rescale but the results are not the same if you change display or output devices). Vector images are scalable and are not device dependent (within the capabilities of the device).

Better software - Adobe Photoshop, JASC Paint Shop Pro, Corel Draw.

It depends on how you are going to reproduce your final logo.

the choice is either vector graphics or bitmaps - vectors provide "unlimited" resolution vector software includes Corel Draw, Flash, Fireworks. For bitmaps use Adobe Photoshop or Paint Shop Pro, "less" resolution but more photo realistic. I personally use Flash as I can save it as a variety of formats and it is ideal for animating on a web page.
