Copy a cell value into another

Specs: Windows 7
I'm creating a CSV to import into a ecommerce site. In one column I have the tax rate, which is done, and the tax title in another. The tax title is formatted as "Tax (6.5%)" and the tax rate is formatted as "6.5". Is there a way to input the tax rate into part of another column so I don't have to type every single Tax Title?

I'm not sure what you are asking for.

It's two separate columns. Say the tax rate is in column L and the tax title is in column H. Is there a formula that basically creates Tax (L1%) for H1?
