Conditional Formatting Loop

I'm trying to do conditional fomatting between two sets of percentages. The figures are in two different workbooks and I've linked the data from the old workbook to the new one. I need to check the new percentages against the old ones and where they are higher change the text to be bold. I need this to loop until it gets to a blank cell. I also need to be able to run this from a cell that I click on not a set start point.

I can't get it to do conditional formating as both sets of figures are based on formulas so I tried writing VBA script and have it run from a button but I can't get it to loop through the figures to get to a blank square and stop let alone change the text
