Can't use distribution list

I'm using Outlook 2003 in a corporate office. I can create a new distribution list (using addresses from our Global Address List) and I can save it, but I can't send an email to that list.
I've tried the Global Address List and the DL doesn't show up there, and even when I right-click the DL from my Contacts screen and try to send a new message, the DL isn't recognized and the message doesn't go through.
I don't have the option to switch the To: field to allow me to see only Outlook Contacts.
