Can't set up rules

I can't access rules in Outlook 2002. I click on the inbox, then click "tools" in the menu and "rules" isn't there. Not that it is greyed out - it isn't even there.
I tried customizing the menu but it wasn't one of the choices to add. What am I doing wrong? TIA.

When you installed you may not have clicked FULL install and this is a missing componant. Install it again or update, save all you messages and address book 1st
