Can't receive emails in outlook

I cannot send emails from outlook. I can send and receive from outlook express. But I cannot send from outlook. I don't know what's up. I've changed my firewall settings. I've done the pop3 rather than smtp thing. Anyway. It is a comcast account. On their webpage is shows how to set up the account. I KNOW did it correctly. But. Just in case. I then tried importing the account information directly from outlook express, which is working just fine. But still nothing. Can someone please help? My mobile device is only compatible with outlook. Not outlook express.

"I've done the pop3 RATHER smtp thing" doesn't really make sense. You have two email server configurations, outgoing and incoming. SMTP is Outgoing and POP3 (if that's the correct server type) would be Incoming.
What exactly do you have configured for your Outgoing server, and what is the entry for your Incoming server? Are you sure the Comcast instructions are for your version of Outlook, which ever version that is? Check this website for setup instructions:
