Can't change cell color in Excel

Within a specific Excel 2002 Spreadsheet that I have, I am unable to change the color/fill of specific cells. I can change the color/fill of cells in the 1st half of the sheet, but for some reason in the second half I am unable to change the color's. The cell's link to other cell's in another spreadsheet. Some cell's I can change, other's I cannot. The spreadsheet is not protected. I have tried to run a repair on this specific spreadsheet, however that has not helped. I have also tried opening the spreadsheet in Excel 2000, and still have not had any luck with being able to change the formatting.

It is not exactly just the second half of the sheet that the cell's are not working properly on. Basically the first 45 or so row's allow me to change the cell fill color, but then the remainder of cells in that sheet do not allow me to change their formatting. I highlight the cell I want to change, apply the color fill change, and nothing happens. All in all the sheet is about 80 row's in length.
