Cannot send or receive a meeting request

Microsoft Outlook 2003 (full)

Specs: Windows XP
I can send a regular e-mail to the other party however not a meeting request. The error message says "Unable to deliver message to the following recipients, due to being unable to connect successfully to the destination mail server." Also, an attached text file says "
smtp;450 Message Id already exists in an uncommitted state, blocking re-delivery".

This has only started happening the last few days and prior to that worked fine for years.

This is also the same for me on the receiving end. I have spoken to my ISP provider who says it is not there issue as I can send/receive e-mails, and it is only outlook meetings requests that isn't working.

Looking for any suggestions.

Thanks yes I did with no success. In the end I have fixed it by turning off my modem and restarting it. It appears to have something to do with a particular meeting request as after rebooting the modem everything was working again until I resent the particular meeting request. I rebooted a second time and everything is working fine.
