Cannot merge cells in excel

One of our users is having a problem with merging cells in excel 2002. She cannot merge cells, but only in one worksheet. The merge button is even grayed out. Is there check box, or an option somewhere that will do this?

If the worksheet is protected then Merge will be greyed out.

Go to Tools, protection and see if Unprotect Worksheet or Workbook is available to select.
