Create a template that displays the text you want to have sent. Then, just create a rule that uses that template. Keep in mind, you will need to have Outlook running in order for the auto-reply to be sent.. All this is assuming you are not running though Exchange.

So if my computer is completely shut down as I am out of town, the auto reply will not function? Is there an alternative where auto reply works regardless?

Not if you're not using Exchange server. Unless your ISP has an Out Of Office Reply type option on their server.
