adding a comment in a footnote

Insert > Reference > Footnote
Is that how you are trying to add the footnote?
Then highlight the reference number and Insert > Comment
Is that what your looking for?

Thank you for your response. This is a document that is being edited and the footnote already exists. Anywhere else in the document, the Insert => Comment works but it does not work in the footnotes. I have been told since posting my message that it is a design limitation in Word. Thanks again.
