I don't think you can turn that toolbar off (you can't in 6.0) so you may have dragged to some place on the screen where you can't see it.

Do you have your Windows taskbar Always On Top? Try setting it to AutoHide so that goes away when you are not using it.

Your ACT! toolbar might be hiding behind it.

Try doing a right mouse click in the toolbar area and you should find it there to be selected.

Unless Act! 2009 is different from Act 6, right-clicking the toolbar area did not give an option to show/hide the toolbar that contains the words Write, Lookup, Help, etc. (I'll call it the "main" toolbar for the purposes of this discussion)

I can hide/show the toolbars that contain icons with a right-click, but not the main one.

I was, however, able to drag the main toolbar around the screen (similar to how you can drag the Windows taskbar). At one point I actually "lost it" and couldn't get it back until I set the Windows taskbar to Auto Hide. When the taskbar slid off of the screen, I could just grab the corner of the main Act! toolbar and drag it back up to the top of the window.

Again, I'm running Act! 6 so it may be different.
