Access Packaging Wizard

I am using the Packaging Wizard to deploy a database developed with Office XP to a 98SE PC. The installation fails almost immediately with the error: Visual Basic 6.0 Setup Toolkit - The Office System Pack cannot be installed on this system because the languages are not the same. Install the Office System Pack for the appropriate language on your computer. I have uninstalled MS Office but the error persists. I have reviewed the Office XP Developer on the development PC but can find no hint of a solution. The db installs successfully on an XP laptop but deployment should be independent of the OS. A solution would be magic but any pointers to get me out of my tramlines would be gratefully received. Thank you for your patience in reading my plea.

Thanks for the response but the point of the Packaging Wizard is that the database can be deployed to any PC, whether or not the PC has MS Access. I wish to distribute the db to a number of different PCs. MS Office XP Developer allows one to distribute a db with the run-time version of Access - but I cannot get it to work on all PCs because of the Office System Pack error.
