Access 2003 will not open with erro

Whenever I open Access 2003 I receive an INSTANT Message Box stating "A problem occurred while Microsoft Access was communicating with the OLE server or ActiveX Control."
I check Microsoft Knowledge Base and it refers to Norton Antivirus Problem (I have VirusScan so that's not it..) Everything else I read talks about after a DB is open, etc... I've Uninstalled and Reinstalled Office - No Help! I've updated to the latest Service Pack.. Also, No Help!
