i pop the cd in, set started, and when finished, it asked me to restart computer and the installation should resume upon start up.
i restart computer, and setup didnt resume, it give me this message: fail to debug

Most likely you have version of the PPPoE logon software that isn't compatible with Windows 7. Use a router to handle the PPPoE logon and forget about using the Yahoo DSL software.

Yes 7 won't be out until late this year or early next year , the software isn't made for 7. Don't expect a lot of software to work with a beta version of anything..
