The Win98 machine does not have any users installed. The XP machine has an administrator user with the password = blank.

Create a user called administrator with the password = blank on the Win98 machine, reboot and log on as the new user.

All shares on the Win XP machine should now be available on the Win98 machine.

Try with the password of the Guest user. That's the default behaviour of XP if not on a domain.

You have to enable the "guest" account if it is disabled. And you might have to run the network setup wizard after that. Also don't forget to share some files (all this on the XP Computer).
