XP: Network cable unplugged message

We are running a home network:
2 P4 2Ghz
2 Athlon P3 1Ghz
1 P3 550Mhz
1 P3 333Mhz

6 machines in total

All are running XP Pro
All have 10/100 D-Link Network cards. Linked through Linksys 8 Port DSL router at 100MBps.
DHCP is enabled on the router, and I believe in XP as well.

Questions:
1. We frequently get "A network cable is unplugged" messages, which then quickly resolve themselves. What is happening?
2. When we click on My network places, the machines seem to take forever to find the each other.
3.In this setup, (DHCP enabled in both places) who assigns the IP address: the router or the machine? Is there a potential for conflict?
4. The DSL modem seems to frequently lose connection to the internet, requiring a restart of Internet Explorer, or whatever program is accessing the Internet. Any thoughts?
5. What is the best way to configure this setup for maximum network/internet productivity, given that the machines may all be used to play network games etc?
