xp ICS spontaneous dialup

I have 3 xp machines connected peer to peer. One is used for Internet Connection Sharing and is also acting as a "server" for a piece of office software (file sharing and such). Any time the other machines in the office connect to the ICS machine, the modem dials. The internet connections work fine. Unfortunately, the internet is being dialed constantly. I have tried setting "Never dial", but it doesn't stop it. Any suggestions?
