xp home+ xp pro + win98

I have a network with 2 xp machines and 2 win 98 machines. The xp home machine is acting as a file server. The 98 machines have had no trouble accessing it. I added a xp pro workstation and if I put it in the same workgroup as the xp home machine the pro workstation cannot access the home machine. If I make another workroup and put the pro machine in it alone, I can access the share folders on the home machine. What gives? I have tcp ip + static addresses and netbeui installed on all machines.
