Xbox live network problems

Hello. I have a problem on my newtwork between my xbox 360 and PC. My 360 is hooked up by Ethernet cable into the back of my PC as its always bin for the last 3 years..so i have to have my PC on to establish a connection to xbox live of course as i do..but if i turn my 360 off then on again i cannot get onto to xboxlive so the only way i can get online again is i have to shut down my computer turn it back on again then it will sign in.
What i noticed is that when its not signing in and i go to Network Settings on the 360 Dashboard the IP Address reads something like 169.255. ect..
Also i noticed that when i look at the local area connection the duration of the connection is still counting even if i have not had my 360 on that long. I have tried so many things already i have switched the modem around. I never use to have such problems until sometime last year.
