Install a new Lan card after disabling the onboard NVidia Lan. Most likely the chipset is intermittently working. Each workstation has to have a unique address. You are getting the same address on two workstations, causing problems.

Default Gateway . . . . . . . . . : 10.11.29.11

You foobarred the manual gateway entry which is from the working ipconfig.
Default Gateway . . . . . . . . . : 10.11.29.1

PS its silly to hide your mac address. It never leaves your lan.

@modify.hardware
yeah.. I've installed lastest ethernet driver.
I already change manual IP and confirm the IP is different from another PC.

@wanderer
I've fix gateway IP, it's same, ping to gateway still return RTO
about MAC Address, friend of me told don't show your mac on public (don't ask me why :D)

I try unplug ethernet cable PC A (good one) and plug in to PC B (bad one), try configure manualy same IP as PC A, Still didn't work.
I see LAN status "Sent packets" increase but "Received packets" always showing 0.

"friend of me told don't show your mac on public"
common misconception concerning security. Your wan ip if far more risky to show since a mac address never goes past your router from the lan.

" ping to gateway still return RTO about MAC Address"

post the corrected ipconfig /all and the ping of the gateway results for review.
