I want to know what is workgroup compter and
why workgroup for a compter in a network is
to be set? if someone knows let me also know.

Computers on a peer to peer network are set to be in a workgroup so users can file share and view the other computers in the workgroup in Microsoft Windows Network.

If it's not on a network don't worry about setting it or if its on a domain.
