So, I recently moved to my brothers house and now I use his wireless internet through the linksys WRT54G router or something. It has a WEP encryption on it, but I find that the signal strength on it never seems to surpass 25%.... so I go ahead and reset his router, the signal instantly becomes better as the encryption is removed, I also change the channel to 11 from 6(there are 2 other wireless networks that appear when I scan both on channel 6). Is there a way to keep this signal strength but still have security?
You've probably found the problem already. There is a good chance that interference from the other wireless networks is the cause of the signal strength issue.
Try other channels, keep it on 11 if that is the best for you. Enabling security should not effect the signal strength.
