no not unless ur doing it through a company server if ur doing it at home should be free

The advantage of running through a router (connected to your high-speed modem)is that your ISP should only charge you for one IP address. The PCs on your network will draw their IPs automatically. If you were requesting multiple IPs from the ISP, you might be charged for each one.
