Problem is that without the modem connected the network stays on constantly - i.e. always a conection When modem is connected up, then the connection is frequently lost every 30 secs, min.

my suggestion is to learn how to setup wep or some sort of security.. that's the biggest problem with wirless networks.
If you have a linksys router go to their website and grab info and play; try stuff out!
or go onto google and type in wirless network setup?? something like that.

DSL has preconfigured amounts of time that will disconnect it if there are periods of no activity. This is because with DSL, the more traffic in your neighborhood, the slower everyones connection speed will be.
Log into your router and check your settings, I think what you want is the "always" on mode, not the "connect on demand".
Hopefully this will solve your problem.
