Winxp win98 network

I have a WinXP system (with fire wall off)and all the proper settings. I can see my win98 on my work group, but when i try to access the computer I get "//computer is not accessible. You might not have permission to use this network resource. Contatct the administrator of this server to find out if you have access permissions." I have the drive sharing with full access. any suggestions?
