I downloaded apache 2.2.4 (win32) mysql and phpbb2. Installed it on a winxp machine. localhost and ip 127.0.0.1 work fine on same machine.
Localhost/phpbb2 lets me install and configure phpbb2, no problem. On the pc running apache, mysql and phpbb2 as well as a remote pc and wireless router, 192.168.1.46 displays index of the webroot folder. If I type 192.168.1.46/phpbb2 on either pc I get 403 Forbidden. I would like to have anyone who can connect to my wireless, join my phpbb2 forum. No Internet access will be connected to this server once running.

Extended service info
Ip and port 0.0.0.0:80[all], 0.0.0.0:443[all]

System info
Ip address 192.168.1.46[private] <can this be public? How?

192.168.1.46 cannot be public.

You can use NAT (Network Address Translation) on the router so traffic coming in on a public address can be translated to your private address.

As for the 403 error, no idea at the moment but good luck in solving.
