start with the basics -

Have you installed network drivers ?

If you have, open up a command prompt (Start, Run, and type "cmd"). In the command prompt, type "ipconfig" without the quotation marks. What does it say is your IP address ? If it begins with 169 this means you are not being given an IP address from your router.

Your address will likely be 192.168.x.x

If it is, in the command prompt type "ping"

Do you get a response ?

What you are seeing is completely normal for a system with no network card drivers. The XP CD has many drivers but not all, particularly for devices that did not yet exist when the disk was produced. You will need to go to the computer or network card manufacturer and download them.
