Windows XP / 98 Network - Router

I have Windows XP and 98 computers connected to a router on a network. A DSL modem is connected to the router, and everything is working perfectly on the XP computer. The 98 computer isn't being assigned an IP address, cannot browse the network or browse the internet. I've tried everything, using the XP Network Setup Disk, using both static and dynamic IP addresses, trying different network cards, etc. I know there's nothing wrong with the wiring or the card because I tried connecting an XP computer to the 98 end of the setup and it worked fine. Is there some step I'm missing?
