Windows 98 SE won't release a NIC

I'm using a Windows 98 SE PC with 2 NIC's (RTL8029 and RLT8139). I want a DOS program (E11.exe - a PDP11 emulator) to use the 8029 for remote access (Telnet). (the 8139 will be used for eMail and Internet and WAN access) 98 SE won't "release" the 8029 so DOS can use it. I have used Control Panel / System to "disable" the 8029. This causes the IRQ assignment to be removed so no one can see and use the card. When the 8029 is "enabled" and E11.exe tries to use it, the conflict between DOS and 98 causes the system to crash. When I boot in DOS, remote access to E11 works fine, so it's doesn't seem to be a hardware or software problem. I seems to be a "configuration" issue.
