Win 2000/98 peer to peer networking

I have win 2000 and win 98 peer to peer network. When I go on the win 98 computer I can see all the files I have shared, but I can not run or move them. Do you have idea's why? On the Win 2000 I can see and access all of the win 98 files. Please help!!
I want to set up a two computer network with a win2k host and a win98 client and I'll be damned if I can get either computer to recognize each other. Both have TCP/Ip installed and both have certain folders specified. Both have admins logged on with the same password. Both have file and print sharing enabled. Both have the same workgroup name. The host has two network cards installed, one to the internet the other to the client but I get a message saying that the "network cable is unplugged". The cables are in working condition. Whats up with this?..it should be easy.
